Mousterian, Samsung Heavy sign engineering contract for 50 MW floating data center in Texas

Mousterian Corporation and Samsung Heavy Industries have signed an engineering contract to begin joint design work on the partnership’s first moored floating data center (FDC) deployment in the US. The program targets purpose-built floating facilities delivering 50 MW of critical IT capacity per unit, planned for deployment in Texas and other US markets.

Under the contract, the companies will jointly complete basic design, detailed engineering, and production design for the moored FDC units. The engineering work is intended to establish the technical baseline for a definitive Engineering, Procurement, and Construction (EPC) contract, which the parties intend to execute upon or prior to completion of the engineering works. The American Bureau of Shipping (ABS) is expected to serve as the classification society for the project.

On the facilities side, the design calls for bulk non-evaporative cooling that consumes no potable water and returns zero process discharge to the surrounding waterway. The companies also state the platform supports facility-scale, high-density, liquid-cooled AI compute at a very low PUE. And because the design eliminates air-cooled chillers and fans, the companies expect a minimal noise profile compared with conventional data centers.

Floating data centers put a different set of constraints on engineering teams than land-based builds—marine classification, mooring, and corrosion management land alongside familiar data center requirements like electrical reliability and heat rejection. But the attraction is straightforward: if a project can be sited adjacent to existing generation and maritime infrastructure, the limiting factor may shift from real estate and interconnect queues to how quickly the structure and powertrain can be engineered and built.

“Because the facility is built in a shipyard, fabrication advances in parallel with sitework rather than after it,” said Min Suh, CEO of Mousterian Corporation. Samsung Heavy Industries Vice Chairman and CEO Sung-an Choi said, “Together with Mousterian, we intend to deliver floating data centers with the same rigor, quality, and schedule certainty that define our maritime track record.”

Mousterian Corporation and Samsung Heavy Industries previously disclosed a strategic cooperation framework in April 2026; this engineering contract is the first definitive project agreement under that framework.
